Has the future Sonic game been in development since early 2019?

There may have possibly been leaked information about the next Sonic game. Note that this is unconfirmed. On Youtube, a video was posted with a thumbnail displaying the title 'Sonic the Hedgehog Outbreak'. We don't know if they've just put this there as a joke about the current situation, or if this is possibly true. But anyways, that's not what it's about. The video explained about the development of the next Sonic game, hence the video's name. Fans who commented on the video mostly said they'd prefer a shorter wait since Sega are taking longer to develop games and yet the games are not improving. One fan used Forces as an example. It's true. Despite the long wait for Forces, it wasn't exactly all that amazing. But who knows, perhaps this could be a good thing that they have started development so early on since coronavirus would be delaying them now. If this is true, it's a little strange that Sega haven't yet complete the game even though they have released two games in the mean time (Team Sonic Racing, Sonic at the Tokyo Olympics). What do you think? Would you want this to be true? And back to the name, Sonic Outbreak would be great for the current situation.
